On January 1, 1979, however, the standing committee of China civil representatives issued “Report to Taiwan Fellow Countrymen,” expecting to develop the two sides’ relation of relatives visiting, sightseeing, economics and culture, and urging implementation of three direct links. And despite the lack of three direct links, Taiwan businessmen invested 100 billion US dollars (including more than 70 thousand investment cases) until the end of December, 2003. And in 2002, the trade turnout of the two sides was 46.6 billion US dollars; Taiwan attained a trade surplus of 20 billion US dollars. In 2003, the trade turnout of the two sides was 60 billion US dollars; Taiwan attained a trade surplus of 30 billion US dollars. So until now, Taiwan has gained a trade surplus of 330 billion US dollars, and over 30 million people traveled between the two sides. This study is designed to research why the direct transportation link has not been implemented in terms of the two sides’ policies and strategies. The relation has been icy since Ku-Wang talk in 1993. For in the popular presidential election in 1996, mainland China underwent verbal attacks and military threat(President Lee’s visit to Cornell university); in 1999, the theory of “two states” was presented; and in 2000 (2004), the ruling DPP adopts opaque, flexible mainland policy as well as unclear direct link policies. I will research the formation and practice of direct link policies in terms of the political and economic factors contained in the two sides. In addition, I intend to uncover the hidden reasons for suspense of the mutual negation in the light of the two foundations, WTO scheme, official institutions, and civil institutions. And I also intend to discuss how WTO, FTA and global competition influence the two sides. This paper will directly analyze A-bian’s positioning theory of the two sides, the historical development of DPP’s mainland policy, the background and strategy of direct links in today’s Taiwan government, the influence of Chiang Che-ming’s and Hu Ching-tao’s Taiwan policies on direct transportation link, and SARS’s effect on the direct transportation link. Moreover, although A-bian pledged since his inauguration to practice big three links, the government only practices one-way direct transportation of small direct links. For the policy package is not ready and communist China’s insistence on one China policy, shortening, localizing and marginalizing the Taiwan government. I will also interpret A-bian’s Ta-Dan speech and China’s response. Besides, I will discuss how Taiwan’s capital influences the direct transportation links and the initial chartered airplane in Chinese new Year. And how the chartered airplane influences future direct transportation link or three links will also be discussed. And eventually, discussed are Taiwan three steps of direct transportation link, chartered cargo airplane, one principle and four issues, push for the mutual negotiation, the scheme of peaceful and stable interaction, Beijing’s report on three links, and President Hu’s seven points. In short, this thesis aims to explicate the five points as follows:
1. The principle and application of mainland policy/strategy and direct transportation link policy/strategy.
2. The principle and application of Taiwan policy and direct transportation policy/strategy.
3. The factors influencing the negotiation on direct transportation link.
4. The common factors of direct transportation link.
5. The form of direct transportation link and its innovative proposal.
