Its IC industry is also among the world’s most competitive industries. Taiwan investments in China must be examined from a global economy perspective, and must be supported through strengthened investment environment, stronger foreign investments and industrial upgrades so as to encourage local manufacturers to maintain their base in Taiwan. Taiwan investors interested in establishing wafer plants in China are mainly concerned with using the abundant human resources in China, securing the China’s market and closing the market to other overseas competitors. In the face of fierce competitions across the Taiwan Straits, the Taiwan government ought to improve its investment environment, open its investment market, develop its service sector and actively attracts more foreign investments to fill the gap that industrial outflow has left behind. The government also ought to speed up its process of the “three-links” so that Taiwan can become the gateway to investment in China. The purpose of this study focuses on the implications and strategies behind the investment policy for 8” wafer manufacturing plants by looking at the developmental history of Taiwan investment policies toward China and the current developmental trends of IC industries on both sides of the Taiwan Straits. Two types of research methodologies are applied in this study. They are, 1) literature reviews; and 2) interviews/case studies in qualitative research. Selected interviewees for the study include scholars and professionals from trade unions and other government agencies who have had close contacts with Taiwan investors.
