Summary:碩士 === 淡江大學 === 教育科技學系 === 92 === For the purpose of promoting information technology integrated instruction in the elementary school that the researcher has been working, the researcher conduced needs assessment and strategy development by means of participatory action research. The data were collected to be the basis of needs assessments and strategy development by means of inquiring to all the teachers in the school and interview with four other expertise teachers of information technology integrated instruction. The most important characteristics of this research is implementing theory of ‘interpretive structure model’ to analyze the relationship among the selected key elements. The multiple-level diagram of relationships generated by interpretive structure model can facilitate the strategy development followed by the needs assessment. In addition to the results, the whole processes recorded were rearranged and simplified into systematic model for the follow-up practice and research.
