During these years, the path of economic development in Indonesia was not so smooth that, through national socialism in Sukarno’s era, capitalism in Soeharto’s era, and succeeded by Habibie Wahid and Megawatti, the result of economic development under the regulation of 1945 constitutionwas not satisfactory. Therefore, the thesis is concerned with industrial development and related policy issues in Indonesia with her huge endowment of natural and human resources. The study, from the viewpoint of historical structure, divides Indonesia’s development process into five distinct periods: the period of self-closure (1967-1986), the period of liberalization (1987-1993), the peak (1994-1996), the period of declining (1997-1999) and the period of restructuring (2000-present), wherein factors relevant for Indonesia’s industrial development was explored respectively. The major findings of this study are: i. rises and falls in petroleum industry have an obvious influence on Indonesian government’s policy considerations; ii. international economic situations and ideology of Soeharto himself are critical to the country’s industrial development; and iii. Technocrats and economic nationalists dominated economic policy-making interchangeablly. The study concludes that Indonesian government intervened so strongly in industrial development that might have lead to retreat of foreign capitals. After the general election of July 2004, how will the new leader do to stabilize the confused political situation, to improve investment circumstances, and to proceed to lead Indonesia out of economic turmoil should worthwhile topics for successive observations and researches.
