For these purposes, most of regimes expected their national armed force under controlled by the civilian government. The ROC early government retreated to Taiwan in 1949; had faced the Communist China military and politics threats. Thus, the government ruled the country by martial law. The characteristic of ROC’s military-civilian relation was the ruling party Kuomintang (KMT) controlled military force during martial period. In this situation, the “political warfare system” played a very important part between the military and civilian relations. After lifted martial law, bring a new political democratize of the country. The country people of ROC eager the military “nationalize”. They pursuit to demolish the military political warfare system. Especially, after 2000 year ROC ruling party transfer power to Democracy Progress Party (DDP), the political warfare system putting into the two “National Defense Laws”. It makes people more concern the military “nationalize” and “military-civilian relations” issues. The text of this study used “military-civilian relations” theory to explain the “military-civilian relations model” real connotation, for understanding the “political warfare system” functional role in the military-civilian relations. The structure of this thesis including three portions: First, discussing “military-civilian relations” and “political warfare system” how to influence Taiwan politic democratize. Second, to observe the military “nationalize” and the interaction between the military and society relations. Third, to examine the “political warfare system” transforming how to effect the ROC’s military-civilian relations. Through the whole text study, we find a very important phenomenon. The country continues democracy progress and stabilization after 2000 Year KMT Transfer power to DPP. The military “political warfare system” played a very important role during the democratize process. But while we march into the new “revolution in military affairs” (RMA) era, the military political warfare organization system will be face with a stern challenge in the future.
