According to the framework of measuring national powers divided into three realms, national resources, national performance, and military capability, that are to analysis and assesses those demarches of Sang-yaung Reform respectively. In consequently speaking, the critical factor in Sang-yaung Reform was national performance realm-the powers of state, because a state could convert material resources to tangible and effective powers. And within the study, the conversional function could lead the reformations in other tow realms. One is the national resources that a state leads the economic leading section and controls all critical resources, another one is military capabilities that a state executes the demarches to compel people to fight for their country.
