By this theory, we could know how powerful or weakness a nation is. If one nation is more powerful or has advantages over others, it usually means that it can imposes it’s will on other nations, and the power could be implied in military forms in the ultimate term. Therefore, any nation’s national powers development or increase always makes changes of international balance situation, thereby many nations commitment to promote their national powers to insure their survival and interests. Then, in this study, it will use a case study method with the Sang-yaung Reform in Qin State that an event happened in ancient China. Through this reformation, Qin State became a great power in the Warring States, and then finally unified the other six states. Through this case study, we expect to describe the process how national powers increases, then discover those critical factors in the increasing process. For above objective, the approach of national powers studies is to guide whole case study in practical research process. According to the framework of measuring national powers divided into three realms, national resources, national performance, and military capability, that are to analysis and assesses those demarches of Sang-yaung Reform respectively. In consequently speaking, the critical factor in Sang-yaung Reform was national performance realm-the powers of state, because a state could convert material resources to tangible and effective powers. And within the study, the conversional function could lead the reformations in other tow realms. One is the national resources that a state leads the economic leading section and controls all critical resources, another one is military capabilities that a state executes the demarches to compel people to fight for their country. After all, this interaction between national performance and other tow realms of national powers, had caused the Qin state’s national powers increase, and finally got a military victor form his neighbor state Wei.
