In East Europe and Central Asia the area have ever govern by USSR now come into being many new countries. The result also winds up the competition of the polarization situation. In order to rapidly stable the unsettled condition in East Europe and Central Asia, under the leading of America, the military structure and national defense power of NATO have changed with the dismiss of Warsaw Treaty Organization. At the same time NATO also changes the military ambition to “The group security defense”. By the framework of “Partnership for Peace”, NATO gradually expands and recruits toward the middle and East Europe countries, and the target also includes the Central Asia Republics. After the “911” event, America in order to fight off “Terrorism” even more march troops to Central Asia. It is directly to clash Russia’s national security, and constrict to Russia’s international strategy space. The great changes of Central Asia’s situation is not only coming by America, but the other great powers also have highly interest in this “Power Vacuum” region and it is already beginning to a new competition. All the time Russia have taken the Central Asia as its influence scope, as the result of opening up situation by internationalization of the Central Asia Republics, Russia is consequently bound to rise up to protect its interests. Therefore, after by the Kremlin political elite surveys the inside and outside environment, it can be further to adjust and shape the Russia’s foreign policy, and reflect in the policy toward Central Asia. The thesis will through the geopolitics approach and Kremlin politics approach to explore Russia’s policy toward Central Asia. The thesis will analyze the new order of Central Asia that causes by the collapse of USSR, and the influence to Russia’s national security strategy and the re-leading of its foreign policy. The proposition of this thesis is as follows: (1) As the USSR began to collapse, why the international strategy status of Central Asia has immediately risen up? (2) Why the competition of the great powers in Central Asia is more and more complicate? And which country is involved in the competition? (3) To face the more and more complicate of Central Asia situation, how will Russia develop the new relationship with the great powers that participate in Central Asia’s affair? (4) How would the Russia’s foreign policymaker through the above-mentioned about the new international strategy aspect to shape its policy trend for Central Asia?
