碩士 === 淡江大學 === 公共行政學系公共政策碩士班 === 92 === DPP made a convert to be fusion model of ruling party and government in April 2002. This thesis will answer the following questions: 1. What are the characteristics of fusion/separation model of ruling party and government? 2. What elements will affect the outcome of two different models? 3. How does fusion/separation of ruling party and government affect the political development? The historical institutionalism approach will be used to analyze the relationship between ruling party and government in Taiwan, especially from 2000 to 2003. In this thesis, I will review major institutional factors, including constitutional system and party theories. To find out how these factors affect the relationship between ruling party and government. I will also try to find out the different experience of KMT, and make a comparison between DPP and KMT. In the end, this thesis will provide an introspection of the relationship between ruling party and government in Taiwan.
