It has a direct impact on citizen’s life. Even, long lasting after the natural disaster, it still carries its negative effects on the development of society and economy. Therefore, through the means of disaster prevention planning and disaster management, we steadily provide energy resource necessities at a reasonable price to further protect the safety of citizen’s life and wealth. It is government’s important task to reinforce the disaster prevention and reaction effectiveness and efficiency of entire public sector. The research focused on proposing specific solutions to the disasters. First, we will examine various methods both overseas and locality. Discuss on the characteristics. Then, through the oversea and local case studies, we analyze the causes, simulate the real disaster scenarios, take into consideration solutions overseas and find out the key element in disaster prevention and response. We make related mitigation strategies to enhance safety awareness and the need for disaster prevention tasks prior to disaster. During the disaster period, we make specific reaction strategies to provide private sectors and government entities resources needed for relieving. Finally, we compile various disaster prevention and response strategies for the reference of government or corporations in planning or implementing gas utilities and oil pipeline disaster prevention and response. The goal of the research is to reduce the disasters, to lower the loss and damage disasters cause, to avoid risk of disaster and to move toward the disaster prevention and response ideal of long-term development and prosperity of the country.
