Traditional methods of river improvement including diking, dredging, flood release, watershed improvement, channel relocation and meander cut-off consider mainly safety and durability of structures. These methods of river improvements have reached anticipated engineering benefits, however, they have also ignored impacts and damages to river ecological environments. Concrete structures and uniform sections are commonly used in traditional methods of river improvements with added gabion, placed rocks or landscaping as needed. Rivers in Taiwan are highly sensitive in geology and ecology with a great deal of influencing factors, therefore, planning and design of river improvement measures should be aimed for reducing environmental impacts and enhancing economical benefits using suitable measures based on characteristics of each and every river instead of same improvement measures for all rivers. This article conducted survey of experts using Delphi-Analysis Hierarchy Process (DAHP) first in order to seek a balance point between structural safety and conservation of ecology, then, Fuzzy Theory and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) were used to evaluate different river improvement measures. An evaluation model was developed for searching the most suitable method of improvement considering structural safety, conservation of ecology and reasonable improvement costs in order to reach the goal of flood reduction, water resources utilization, recreation and water quality improvement. This article has also used the developed model in Datun Creek as a case study. The study results might be used as a reference for similar river improvements.
