| Summary: | 碩士 === 國立臺北科技大學 === 環境規劃與管理研究所 === 92 === The Ecological Industrial Parks (EIPs) which emphasize the industry ecology (IE) and focus on industrial symbiosis are current world trends. There are at least one hundred EIPs in the whole world. In order to orientate this global development trend in Taiwan, which evaluate four Environmental Science and Technology Parks (ESTPs) by 2003. But EIPs don’t have any standard operation mechanisms in the world. Therefore, the differences between EIPs and ESTPs, the operation mechanism and the industrial symbiosis (IS) in the EIPs are worth studying. This research collects a lot of references first. Secondly applying the PDCA cycle to establish the operation mechanism model and using the global EIPs to analyze the PDCA model. And then study industrial symbiosis networks and by-product exchange mechanism further. Finally, imitating and analyzing the operation mechanism model with ESTPs in Taiwan.
The first level application of IE in ESTPs in Taiwan aims at six categories of industry to investment which according to “ESTPs promotion program and operation and management essentials.“ Therefore, the park has already arrived at internal ecological in industry or simple to carry out the first level application of IE. The second level application of IE in ESTPs establishes recycling networks and industrial symbiosis networks. The third level application of IE in ESTPs develop eco-town which according to the regulations in “ESTPs promotion program and operation and management essentials“. Overall, EIP can use “ESTPs promotion program and operation and management essentials“ as the principle of developing. And applying the PDCA operation model as the management tools to promote park’s operation performance.
