Inconsistent, complicate provisions make it hard to define the responsibilities of governing agencies, and extremely difficult for professionals and laypersons to comprehend or comply with the requirements. In view of continuous technical development and introduction of innovative fire safety materials, we can learn from International Building Code, IBC: Chapter 8 Interior Finishes Section to avoid unreasonable limitations or restrictions and formulate a design and construction code that is more comprehensive and specific, so domestic professionals will have something to follow and make connection with the greater international community. This study begins with literature review and professional seminars, from which the scope and issues pertinent to interior decoration standards of Taiwan are identified. Provisions of the Building Code, Fire Safety Rules and Regulations, as well as China National Standards, concerning interior finishes are gathered for analysis of current implementations, underlying causes of diminished fire safety efficiency and possible development of interior decoration standards. Then the contents of IBC: Chapter 8 Interior Finishes Section are reviewed. Finally the framework of Interior Finishes Code of Taiwan is proposed, which is divided into 6 major sections: General Provisions, Definitions, Wall and Ceiling Finishes, Interior Floor Finishes, Decorations and Trim, and Furniture. Also presented is a localized inspection system and fire safety measure for the purpose of proposing overall recommendations for constructing a comprehensive interior decoration fire safety mechanism. In recent years Taiwan’s fire safety standards have experienced revolutionary changes and become PBD. It is the author’s sincere hope that the initial recommendations presented here would help professionals with designs and planning and serve as useful references for research institutes and those who are commissioned to revise the Interior Finishes Code of Taiwan in accordance with the conditions of the nation and the recommendations of the transformation from the prescriptive-based codes to the performance-based codes legislative trend.
