For the purposes to improving the pilots’ service quality in the port and increase their total competitiveness. In this study, I apply the theory of human resource management to the pilotage. I try to find the correlation factors among perception of changing in the external environment, job characters and training needs. Otherwise, the study results could amelioration current situation when pilots’ supply-demand structure will gradually diversify pilot operation in the future. Further, the competitiveness of the ports is also can be improved. The study utilizes questionnaires to carry out a demonstration analysis on pilots in Taiwan. 87 questionnaires were released. 66 returns are available. Some findings as follows: 一、The age of the pilots has significant difference with the importance of the job. 二、Pilots is due to service ports have perceived gap on the future organization development issue. 三、The future development perception, professional knowledge and job training are negative related. 四、The various perception of environment changing are positive related with job independence. 五、Technique diversification, personal connections are significant positive related with the needs of training. 六、The future development perception of the pilots are significant negative related with personal connections and the attitude of the service. 七、The perception of environment changing has significant prediction ability. 八、Job characters have partial significant intermediary effect between the perception of environment changing and the needs of training.
