University evaluation has been considered as the only path in achieving the goals of maintaining a balanced development between quality and quantity, facilitating self improvement by the universities themselves, and elevating the quality in higher education.   By knowing these facts, the Ministry of Education is eager to establish a better designed competitive system in maintaining the quality of higher education. However, what were revealed from the experiences of evaluations implemented in the past and pertinent studies are the lacking of special evaluation agencies designated to the administration of evaluation, insufficient personnel and data base in evaluation, and the failure of evaluation indicators to reveal the special characteristics of each school. All these have rendered the evaluation results controversial. In order to unfold and fulfill the designated functions of the university evaluation, this researcher feels that it is imperative to reexamine the issue. Performance appraisal used in elevating level of performance has the functions of monitoring execution, encouraging employees, and correcting mistakes; it is also able to integrate the personal goal with the organizational goal in accomplishing the mission of the organization. Thus, it has been widely utilized in both the public and private sectors. Since it has also been adopted recently in the educational field, the researcher is planning to explore the subject of university evaluation from the perspective of performance appraisal. This study is based on literature survey in collecting and analyzing performance appraisal theories and the differences as practiced in the business enterprises, government, and schools. Further more, this study will also take references from both the experiences derived from the advanced foreign countries and the internal reviews of the current practices in building its theoretical foundation. This study, in addition, also includes interviews with four current presidents from both the public and private universities and a senior official from the Ministry of Education. All the interviewees were asked to offer practical suggestions based on their direct and profound administrative experiences in education. Finally, conclusions were drawn and suggestions were given based on the contrast between the results of the intensive interviews and the analysis of the literature survey.
