Summary:碩士 === 世新大學 === 行政管理學系 === 92 === This study intends to discuss the controversial policy of acknowledgement for Mainland China diplomas under the framework of WTO and through the 4th-generation responsive evaluation theories and locate the claims, concerns and issues deep inside the policy stakeholders and eventually loom the impacts of the policy. The approach comes in literature review method, interviewing method and questionnaire method and the study is conducted, measured by interest of the policy, on policy agents, policy beneficiaries and policy victims.In order to keep the public policy research from being confined to specific points of view or described in any specific way, this article is to discuss about the issues from management, politics and law that Rosenbloom claims as key facades in public administration. As this study is to explore the impacts of Policy of Admitting Mainland China’s High Education in the 3 areas, it aims to locate potential findings in the responsive evaluation conducted among the concerned parties of the policies.The study comes with the following conclusions:1. With Taiwan’s admission to WTO, the government is expected to deal with the long-delayed Policy of Admitting Mainland China’s High Education before any adverse impacts could be produced.2. In management, admissions, campus development, overseas studies and quality of advanced education can all be affected, though the stress created by competition among local institutes and unemployment remain the same.3. In the politics arena, impacts could become overwhelming in cross-strait relations and administration efficiency, though identity awareness of Taiwanese students in China and state security may remain unchanged.4. In terms of law, trade of diploma of advanced studies in China may grow; forcing associated regulations turn more liberal.5. In the responsive evaluation, it is clear that Taiwan’s admission to WTO has made all stakeholders involved in the Policy of Admitting Mainland China’s High Education realize that it must be implemented in a short period of time and what remains at stake is the key issues such as state security and principle of equality.Finally, based on the conclusions of the study, we like to propose substantial recommendations to all policymaking parties for reference.
