It has been said that English is the “World Language.” Because of this global trend, The Department of Education Ministry in Taiwan has decided to Extending the teaching of English to begin with the third grade of elementary school. Formal study books and videos, as well as many unofficial English-teaching materials, have been published without careful review and examination. In this research paper, we focus on the approaches to examine the effectiveness of English-language children’s programs as Presented on television and the Internet. As part of this research, we have interviewed researchers in this field and professional television program producers. 【Key word】 Communications Management Children’s English language Promotion
