However, the privatization has brought serious impacts on employees of public corporations, not only their originally granted official status will be disappeared, some of their benefits will be deprived as well. During the process of privatization, the employees of the public corporations are skeptical about the change and are full of uncertainty and fear. In past studies of privatization, most researches are focused on labor relations and labors'' rights. However, this study is attempted to investigate how to make the employees more competitive and efficient through proper management. It is important for public sectors to find some ways to ease employees'' resistance to change during the privatization and let the employees realize that they have ability to control the change, then reduce their fear of change. Under the condition of privatization, two management tools, empowerment and work redesign are used to examine that if they can reduce the employees’uncertainty and resistance, and enhance their commitment to organizations during the change. Furthermore, the study explores how the employees’characteristics can influence the process of privatization. The major findings are as follows: 1.Empowerment has significant and positive effects on work redesign. 2.Empowerment has significant and positive effects on employees’organizational commitment. 3.Work redesign has significant and positive effects on employees’organizational commitment. 4.Work redesign has no significant mediating effect on the relationship between employee empowerment and organizational commitment. 5.External-controlled characteristics of employees have significant and positive moderating effects on the relationship between work redesign and organizational commitment.
