The study results show that, in the twenty “outsourcing or not” decision factors, the factor that can introduce better technique and resource to promote organization technical level is most highly valued by public sector when they make decision of outsourcing or not. The factor that can distribute cost and expenditure into many years averagely is least valued by public sector when they make decision of outsourcing or not. In the four factor aspects of outsourcing or not: “Organization present situation” is most highly valued by public sector, second is “organization strategy” and “inner development technique”, the final is “financial affairs”. This shows that public sector has less financial pressure when they establish information system, and reduce cost is not the main goal, their main goal is raising service efficiency. On the other side, the reason why “financial affairs” is not important is public sector lack for conception of cost-benefit analysis. In the twenty two “choose contractor” decision factors, the factor that contractor’s technique is great is most highly valued by public sector, the factor that recommend of the chief is least valued. In the five factor aspects of choosing contractor , “service quality” is most highly valued by public sector, second is “the inner management of contractor”, third is “technique and experience”, fourth is “image”, final is “someone’s recommend”. About the importance of different departments when they participate in making decision to outsource information system, there is 95% interviewers think information department is important in the decision of outsourcing information system. Second is project planning cell or committee, there is 78.9% interviewers think it is important. Third is department manager, there is 76.9% interviewers think it is important. Final is business department, there is 69.6% interviewers think it is important. Finally, the study gives public sector and information contractors some advisement: For public sector, they should practice cost-benefit analysis of outsourcing information system, and establish system of evaluating service quality that contractor provide. At the same time, public sector should enhance and value the participation of other departments besides information department. For information contractors, they should enhance the whole technique, service and communication ability.
