| Summary: | 碩士 === 靜宜大學 === 觀光事業學系研究所 === 92 === With the trend of global tourism marketing shift to Asia Pacific Zone, Taiwan government are also highly active to involve tourism development. However, the Degree of closeness between the concepts of tourism development and municipal infrastructure construction, would be the key to turn the city into hot tourist attraction. Document reviews the definitions of tourism development and related researches. Hence, the study summarized and turned the perspectives into analysis unit of conceptual key words. The research text is base on the comprehensive development plan of Tainan, and is analyzed by conceptual content analysis with Spearman rank correlation, to include the tourism development concepts and relations among concepts in each phase of comprehensive development plan of Tainan. Results showed different phase of planning varies from important concepts, and two significant correlations between residents and impact, between culture and plan were identified. The study results indicate that the reveals, city plan was still viewed as the most important concept, but impact and ecological issues were less-mentioned. Tourism impacts and local residents issues were relatively ignored. Planning teams in the following need to take the challenge to solve the conflicts between culture and planning.
