However, the distress problems do not solve. One of the reasons is tack coat that did not figure out by engineer. To understand the properties of tack coat materials and their performance, this study focuses on two main frames of shear and rutting failure to pursuit. In the shear failure part, the study concerns about the failure behavior of pavement layer that is sprayed by materials of asphalt emulsion or cut back asphalt. The properties of tack coat materials are explored as well. In the rutting failure part, prediction model of rutting are established in the study. Data for evaluation of the failure behavior and model construction are from laboratory test and trial field test. The rutting prediction model is based on Grey Theory System. The results of this study are shown that performance of RC-70 and MC-70 were not stable. The best materials for tack coat is CRS of asphalt emulsion and its ability to resist failure is better than RC-70 and MC-70’s. The temperatures sensitivity of CRS is less than RC-70 and its fatigue loading cycles higher than RC-70. Surface reaction factors of K and the maximum shear stress of max have a linear relationships. The VESYS method for shear displacement of tack coat behavior can be used. The fatigue test shows that materials and temperatures used are significant effect the fatigue life of pavement. The rutting prediction model has a linear relationship between the predicted and measured data. Thus, the prediction model is to believe a good and accurate model. The properties of reclaimed building materials have more crush faces and textures than nature aggregate has. They may provide a good resistant of rutting for pavement. The study suggests that 100% reclaimed building materials or coarse aggregate reclaimed building materials used may better choice for rutting resistance.
