| Summary: | 博士 === 國立臺灣科技大學 === 營建工程系 === 92 === Following Porter’s Diamond System, this research applying systematic concepts to government procurement entities and related organizations. A Data Mining (DM) model for government construction procurement has been established and prototype analysis has been done. Through the application of data mining (DM) on government construction procurement, this construction procurement DM model improves government construction procurement effectiveness and efficiency. The improved government construction procurement effectiveness and efficiency evolves positive feedback loops for the nation’s construction industry. Finally, these positive feedback loops strengthen the nation’s construction industry Diamond System and improve competitive advantages. By complying with this government construction procurement entities’ information system and revealing the information required by WTO/GPA, this government construction DM model not only improves government and the nation’s construction industry effectiveness, efficiency and competitive advantages but provides a platform for government access to the international community.
