Strategy management determine to manage the direction and performance long-termly, then according to the basic tactics organized , coordinate , combine every decision and take action with others and through him effectively and efficiently, PDCA management cycle to organize the tactics scrupulously to make, it is to it is willing to organize scene to reach course ''. But the type attitude and structure organized, will be different to some extent because nature , characteristic or culture organized ,etc. are different. This of the ancient bronze mirror, organize the supreme administrator in the face of this difference, how should use one set to have procedures , have systematic tactics management styles, test to the thing that the supreme administrator is very great.
Whether the performance of tactics management can be broken through then promote, one responsibility of people, organize all member pull together cooperation can their work unexpectedly. This research builds the way to construct and can offer the military unit or the government department , do it for the reference of tactics management, promote the performance of its organization.
