In. the past time of disaster-prevention works ,regulations of urban planning and architecture have performed the role of planning and prevention job. As to saving or rescue people’s lives and properties, were relied on the fire-fighting system. However, the growing population and intensive exploitation of urban cities are threatened these traditional systems which are becomming more anxious and uncertain. Therefore, this is a study of trying to find a criteria system to evaluate the relative regulations,plans and practical works in connection with the principles of Disaster-Prevention Park(DPP),such as effectiveness, punctuality, practicality, alternate support, locality. And through the definitional operation of investigation and evaluation to comprehend the situation of our disaster-prevention system. Firstly, this study reviewed the references, which relatives to the disaster-prevention scheme, procedures, technique and types, function, criteria of DPP. Secondly, to establish a basic improvable reference, integral evaluation to probe into earthquake-prevetion mechanism, including the regulation systems of urban planning, architecture,fire-fighting and relatives disaster-prevention schemes and plans, differentiate the phases in disaster decreasing, management, maintenance and emergency mobilization. Thirdly, in the purpose of evaluating metro-park, a hierarchy structure of evaluation system for most DPP was constructed based on the consideration of disaster prevention, rescue and public’s evacuation.The evaluation objectives and norms were selected using Fuzzy-Delphi method to investigate the efficiency of earthquake-prevention strategy and management in Taipei-city.
