The range of TDR applicable to the current regulation contains ancient remains, personal premises which worth the preservation, buildable land for public use, and the property reserved for public facilities under private city planning. Up to the end of 2003, all the actual projects of TDR have only been applied at Taipei, and are concentrated in Da-Dao-Cheng historical district. All the applications are restricted to the buildings with the value of preservation. Under this situation, the TDR policy does not seem to have much actual effect on the development of the city. This research is based on TDR of US and Japan’s. It studied through the regarded methodology and document. Other than the examination of the functional role of the TDR in urban development, it should reach the goal of current policies without effecting the existing city planning or architectural standard, and it is to fully execute the control function of the development specification and guideline of the city. Secondary, the government should play an active role to stimulate the quality and quantity of the TDR application in addition to the policy making, review and supervision. The research has substantial inside study focused on the TDR in the Da-Dao-Cheng historical district, and a series of interview with scholars and has inducted related courses of domestic class. At the legislative phase, the central and local regulation should be coordinated through the overall evaluation; at management phase, government should play a more active role to organize the information of TDR in public; at marketing phase, since it is restricted by the reviewing time and remodeling budget, the TDR in this case is recognized as future in commodity market rather than the cash. The policy of the TDR is not operating as smooth as it should. This research based on the forementioned topic has adopted the mechanism of trade security and trust from the existing legislative structure. It is to establish a system of both active and passive for a new TDR platform. At last, this research has reached the conclusions as followed: 1, It has adopted “Taipei City Renewal Fund” for the purpose of building an active TDR platform. Therefore, the government plays the role of floor area purchasing, to provide financial aid for specific case, and to link the mechanism of various TDR executions. 2, TDR should be organized and established with a completed data base by the concerned authorities. It is for the purpose of controlling total floor area of the city and the evaluation of the overall city planning. 3, For coordination of TDR platform proposal, regarded policies need to follow up simultaneously such as; the adaptation for the mechanism of the trust, a single authority in charge to be established, and the necessary amendment for the regarded regulation. The research has further proposed the proper position of the city planning review commission in the function of TDR system.
