In addiction, an integrated fuel inventory method on the ground was developed to investigate the fuel loading on the plantations of Pinus taiwanensis Hayata in the working circle of Dajai-Shi. First, using the Hierarchical Cluster Analysis, four kinds of forest types, based on the characteristic of stand phenomenon, were classified for the development of fuel types. The composition of ground fuel was the key factor in the ignition and spread of forest fire in Taiwan. Therefore, based on the results of ground inventory, 19 fuel types and their specimen photos were identified. The specimen photos that could help investigator to identify the fuel types were used as the powerful tool in the fuel inventory on the ground. The results indicated that the variation of fuel loading in crown fuel was higher than the variation of fuel loading in ground fuel. The range of fuel loading in crown fuel was between 180 and 260 tons/ha, was 80~90% of total fuel loading.
