The basic problem lies not only in the sharp increase of the population, but also in the over-extraction of the world resource and the dumping of wastes. In Taiwan, the government has done a lot of promotion activities and implemented the resource recovery policy, in order to reduce the rate of garbage generation and resource depletion. However, is the policy of resource recovery and reuse the antidote to solve all the problems associated with garbage? To some extent, resource recovery is very valuable for the relief of the waste pollution. But in practice, it emphasizes too much on the “goal of recycling rate” to neglect the economical value, market, energy use and pollution derived from the regenerated products as well as the other measures of “reduction” and “regeneration”. The goal of this research is to study the clean-up and treatment process and the final fate of the general waste in Taipei County using material flow analysis method. The five resource handling steps, from waste minimization to regeneration to reuse to energy recovery and to proper treatment mentioned in the Japanese “recycling-based society” were referenced in order to observe and describe the total input and output of waste in the environment and to evaluate the conditions of resource use. The result of this study is expected to make contribution to the environmental policy-making department of the government. It calls for more concern about the current status of excess production, consumption and waste generation and more effort to change our society from “dumping-based” to “recycling-based” and finally reaching the ultimate goal of sustainable development. 於幼華 2004 學位論文 ; thesis 94 zh-TW
