The budget of the program was cancelled once because the public was opposed of it. There were also lots of rumors surrounding this program, such as corruption. Those rumors let more people question the necessary of the transference. For those questions and obstruction, until now, the new building of The Legislative Yuan does not really start. So, should The Legislative Yuan have a new building for itself? Why there are so many opposite opinion toward the program? Does this situation have any connection with the legislator’ image and behavior? Mainly, what kind of parliament culture is reflected in the progress of this program?
