Enterprises face severe competition due to the renovation and variations in work tech., In order to go through various challenges and maintain efficiency and competitive advantage, the enterprises must be more flexible in human resource allocation and application. The Government departments are on the same track. The idea of flexible government has become the main direction of government renovation throughout the world. Human resource management reform is more and more important for the government.
Due on the above facts, Taipei Municipal Hospital exercises the contracting human resource in order to promote competitive efficiency. This research first provides a literature review on the related theories of human resource management and contracted manpower to clarify the related theory of this flexible measurement. The situations of contracting human resource application at Taipei Municipal Hospital are also introduced to diagnose the benefits, defects and problems of the flexible application. Above all, a series of interviews with the policy makers of the hospital were conducted by the author to reach the conclusions.
This flexible measurement could have many potential benefits. It may overcome the limits of the existing government machinery, lower personnel expenses, improve the efficiency of personnel administration, as well as competes with the privately operated hospital on recruiting talents. Unfortunately, the present regulations are more about preventing the harmful, rather than promoting the potential benefits. The problem of upgrading the intellectual capital of the hospital remains unresolved.
Overall, this research proposes its policy recommendations, and urges the Taipei Municipal Hospital to practice flexible management with regard to its manpower.
