Summary:碩士 === 國立臺北大學 === 公共行政暨政策學系碩士在職專班 === 92 === The effective fiscal reform with appropriate spending controls that European Union (EU) member states have implemented has set a good example to the rest countries of the world. They have made comprehensive policies on local government’ s expenditure schemes covering from strategic directions, such as setting budget targets, more responsibilities on the local government, to specific approaches including boosting efficiency, social benefits expenditure controls, revised subsidy programs, local debt management, streamlined local government, and increased coordination between central and local governments. All the above measures are designed to control the spending. The difficult situations that our local governments are facing now result from the fact that they are unable to control the increasing spending. The current slowdown of economy has made it ever more difficult for the governments to increase tax revenue. Therefore, the only way for them to improve the fiscal condition must be through the effective control of public spending. It is hoped that our local governments will learn from EU countries on spending policies and management in order to improve their own public spending at home.
