碩士 === 國立臺北大學 === 資源管理研究所 === 92 === Increasing interest in the use of Tradable Emission Permit System for environmental management has become concerning by international countries in recent years. This is the first paper to discuss the environment advantage between emission allowance and credit system in Taiwan, and the government how can use the policy mixed (subsidy, audit and enforcement effort) to increase the environmental performance. The method is based on the uncertainty behavior of the firm. Through the study of the paper, we obtain three main results: (1) increasing the emission permit price can progress the environment performance; (2) the price of emission permit is the key factor to influence the environment performance; (3) adopt the penalty reuse policy can obtain the various kind optimal policy mixed which depends on the exogenous variables levels; (4)In dynamic model, the price of emission permit is still the key factor to influence the environment performance, and increasing the banking interest can progress the capital of production but reduce the capital of prevention.
