Summary:碩士 === 國立臺北大學 === 地政學系 === 92 === In order to keep the national land development sustainable, to improve the quality of the environment, to balance every area’s development, and to develop the economy healthily, the national land-use planning act is proceeding to reallocate the national land to the three functional categories, namely conservation area, agriculture area, and urban/rural area. Hereafter, the distribution of the land resources will be changed. This study hence examines the present situation and issues of the agriculture land and the relevant issues to conversion, the legal system of the conversion and execution of decrees and policies of agriculture land, and the policy evaluation of the conversion, and makes suggestions for converting agriculture land into urban development land. The evaluation regulations of conversion are verified resulting in an evaluation framework of 3 goals and 9 objectives by reviewing the related theories and review of literature and also screening out the expert group decision through Fuzzy Delphi Method, FDM. It suggests exploring the methods of the conversion and position of agriculture land on economic, social and environmental levels. For instance, it considers food security, land demand and supply on economic level, an enduring local culture on social level, and the ecology conservation on environmental level. The usage of agriculture land involves many issues, such as economic, social, political, cultural, and environmental, etc. Moreover, with the development of urban areas and the improvement of transportation, the boundary is gradually indistinct between urban and rural areas. Therefore, the conversion of agriculture land has to meet the needs of housing; moreover, it needs a specific plan to establish a quality living environment by using active development and integrating the agriculture resources under such circumstances.
