Whether sociologists, economists, geographers, planners or politicians all stress on the importance of local development. Therefore, there are two important theme for discussion:one is local development strategies, another is the relationship between planning theories and local development strategies. In this paper, I will review local development strategies and planning theories abroad as well as in Taiwan. So as to understand the problems of local development and provide the new way: “third way of local development” in the last part for the future local development. First, about local development strategies, “Endogenous development” and “Exogenous development” are two mainstream approach of local development postwar. They are in opposition to one another in the base of dualistic form of thinking that portrays development in either internalist or externalist terms. A dissatisfaction with such binary thinking has led to an interest in a supposed “third way” between endogenous and exogenous development. The third way of local development considers the interactive balance between local and extra-local forces, and refuses dichotomy of traditional local development strategies. Second, on the contact with planning theories, Planning theories and local development strategies have their own change of thread , but they are the same in philosophical thinking, main though, ideology, the method of operations, etc. In another word, they have strong relationship. Besides, by observation the change of local development strategies and planning theories in Taiwan, we fine that they are similar to overseas, but sometimes have time delay. In the case study of Yingko, the use of local development strategy always is “third way”. In conclusion, we prove that “exogenous development”, “endogenous development” and “third way” all are good local development strategies.
