The main findings of the study are as follows: (A) Regarding individual thieves: (1) Motor vehicle / burglary-breaking offenders share common socialization experiences: dysfunction family background , undesirable friends, drug abuse and unhealthy living conditions. (2) Motor vehicle offenders are proud of being professional thief and are willing to improve stealing techniques by learning and are hence more consistent align with the deviance subculture theory; burglary-breaking offenders do not consider themselves as professional thieves, see no requirement for stealing expertise and thus require no special training or skill which is in contrast to the deviance subculture theory. (B) Regarding organized criminal groups: (1) Motor vehicle theft and burglary-breaking offenders differ in motivation, organization structure, stealing plans, execution of crime, recruitment of new member, internal interactions, authority delegation , house rules ,loots disposal, loots sharing, and engaging and information of fences. (2) No matter whether it is an motor vehicle theft or burglary-breaking offence, their characteristics are not strictly consistent with just one of the theory, the deviance subculture or opportunity theory. It takes both the theories combined to explain its characteristics. For both do play parts though not solely on its own. (3) It looks that Taiwan’s occupational criminal groups are not so well developed as it is recognized by Sutherland’s “Professional Theft”. In conclusion, the study suggests that policies to prevent crimes must combine with the situational crime prevention to destroy “fencing” activities、enforce security behavior、 better control of street roughs、promote ethics and civic consciousness、improve rehabilitation、provide proper cautionary education and better security surveillance etc, in order to reduce the crime rate so as to protect the public’s security.
