The methods of this study are analyses of the records and documents, surveys, and interviews. There are two implements of this research; one is self-made questionnaire entitled “the research on the orientation of the instructional supervision in elementary schools and the evaluation of the effect,” and the other one is a document entitled “the scheme of the interview about the orientation of the instructional supervision in elementary schools and the evaluation of the effect.” The categories of the testee are: the school principals in Miaoli county, the teachers who serve as coordinators concurrently, the teachers who serve as directors concurrently, the teachers (including teachers who are administers of the classes and the teachers who only teach in certain field.) The number of the testees is 500 in the aggregate. There are 490 questionnaires were returned from the testee, and 490 copies are effective among them. We login all effective data with coding, utilize the SPSS/10.0(which is a sort of statistical software) software to run those data, and adopt descriptive statistics analysis, t test, one-way analysis of variance, Scheffe method, multiple regression analysis and other statistical methods. Additionally, we have two ways to do the interviews: one is to interview face to face; the other is to interview by telephone. Three principals, three experts, and three teachers from the other three categories are chosen to have interviews individually. Hopefully, the research can draw conclusion and propose suggestions to principals and the administrative machinery by implementing of the design, analyzing the documents and records comprehensively, assaying the outcomes of the questionnaire and the interviews. There are some conclusions below: First, the orientation of the instructional supervision in elementary schools and the evaluation of the effect are both in high degree generally. It reveals that the principals、teachers who serve as coordinators (or directors) concurrently approve the orientation of the instructional supervision in elementary schools and the evaluation of the effect. There are six sections ranked according to the average points(1)the orientation of the instructional supervision 3.064,(2)instructional supervision effect of school inspector2.7547,(3)supervision effect of executives2.7881,(4)supervision effect of county teaching assistance3.2677,(5)supervision effect of experts and scholars 3.0670,(6)supervision effect of case study3.2517. Comparatively speaking, supervision effect of county teaching assistance and of case study are the highest, and supervision effect of executives and of school inspectors are the lowest. The orientation of the instructional supervision –3.064 is the average. “It’s more appropriate to carry on the administrative supervision and the teaching supervision at the same time.”(which is the highest--3.78).”It’s ok to carry out the teaching supervision alone.”(which is the lowest 2.01). Secondly, The following types of people are evidently prone to the orientation of the instructional supervision in elementary schools and the evaluation of the effect: Principals in elementary schools, teachers who serve as directors(or coordinators)concurrently、occupy positions in principals、aged(over 51 years old)、male、have seniorities which lasted for 21-30 years、teach in lower grades、or graduated from teachers colleges. Thirdly, This research involves analysis and discussion, advise the supervisor themselves、administrative organizations, and provides the direction for the future studying on the basis of the outcomes. 一、some suggestions to the supervision (一)there are some principles for a school supervisor to follow when they are doing their jobs: 1.Participate in clinical activities of inspection within the school, try to meet the other’s need of being recognized, and endeavor to enhance higher quality of the school culture. 2.In order to emphasize administrative supervision and teaching supervision equally, offer appropriate information and messages to the supervisee. 3.Allow supervisee to have certain right in considering and deciding freely, and to have the opportunity in making their own decisions. 4.Whenever you find that there is a practical problem between norms and laws, make efforts to give feedbacks and make a suggestion to correct it. 5.Never discriminates in favor of your friends, or against someone. 6.Act up to the goals of education, promote the innovations of teaching, and put ahead with the reformation in curriculum of “A 9-Year Joint Curricula Plan”. 7.Hold objective attitude, emphasize the dignity of the teachers,Make every effort to practice what you preach, and demonstrate what one should do,Place emphasis on the research both in teaching and studying, and elevate the quality of the teachers。 8.Have the evaluative items in hand, and carry out guidance and assistance with different emphasis,Praise for good characteristics, and advance the innovation of education,Enhance the ability and the image which symbolize the professional authority of the supervision by pursuing further education continuously. 9.Respect the administration from the viewpoint of the school, and adopt democratic leadership,Develop the excellent interactions with the communities、schools, so that one can build up the democratic and benevolent imagination. 10.Make good use of the mass media for shaping the good image of the supervisors. (二)suggestions to the executives: 1. Act up to the goals of education, promote the innovations of teaching, 2. and put ahead with the reformation of “A 9-Year Joint Curricula Plan.” 2. Hold objective attitude, and emphasize the dignity of the teachers, Make every effort to practice what you preach, and demonstrate what one should do. 3. Place emphasis on the research both in teaching and studying, and elevate the quality of the teachers, Have the evaluation items in hand, and carry out guidance and assistance with different emphasis. 4. Make good use of the mass media for shaping the good image of the executive personnel. 5. Enhance the ability and the image which symbolize the professional authority of the executive personnel by pursuing further education continuously. 6.Promote the professional development of the teachers, and endeavor to enhance higher quality of the school culture;according to the outcome of the interview,because of the attitude of ease and the unchangeableness of the curriculum , teachers are the most difficult to change of the entire system. 7. Encourage teachers to participate in the development of the curriculum, and get teachers more involved in the reformation of curriculum. (三)suggestions to the group of county teaching assistance: The assistant groups of compulsory education should introduce the effective teaching material and method, evaluation of teaching, and the creation of teaching aids to the elementary and junior high schools in different counties and cities. 二、suggestions to the administrative organizations: (一)Strengthen supervisor’s proficiency level, place emphasis on the research & development of the practical education, and give enough administrative assistance to the orientation of the instructional supervision in elementary schools. (二)Enlarge the organization of the educational inspection, and set laws ordering that professional instructors do instructional supervision and that professional administrators do administrative supervision. (三)Reinforce competence of the local supervisor make them supervise and support the teaching and administration of the principals. (四)Improve the supervision in elementary schools, bring the function of the inspection into full play by cases earmarked for special effort and also by the specialists in this field. 三、suggestions to the future research: (一)The objects of study:Broaden the scope of the research regarding the orientation of the instructional supervision in elementary schools and the evaluation of the effect. (二)The content of the study:Lay special emphasis on how the orientation of the instructional supervision can influence the professional progress of teachers, the culture of the organization, and the environmental changes of the schools. (三)The method of the study:Take portfolio as a method to keep track of case study about the orientation of the instructional supervision in elementary schools and the evaluation of the effect.
