Summary:碩士 === 國立臺灣海洋大學 === 商船學系所 === 92 === Abstract Because of the well development of the International Maritime Organization(IMO)regulations, not only the Port State Control (PSC)but also the International Safety Management Code (ISM Code)regulates that there must be a complete procedures for the operators and carriers to follow and exam the execution records as well. Those ships that cannot pass the censorship system will be detained or delayed. Due to the special characters of the bulk carriers, they are one of the easiest types of ships to be found defaults in the Port State Control censorship system. This paper focuses on the issues of the Port State Control censorship system for the bulk carriers and collects related international and domestic regulations as an analysis basis; moreover, it also refers to the information about ships and ports to improve the safety of the bulk carriers in order to comply with the standards of the Port State Control censorship system and prevent the environmental pollutions. The results of this research will provide the bulk carriers a reference to pass the Port State Control censorship system.
