碩士 === 國立臺灣海洋大學 === 商船學系所 === 92 === Abstract The safety operation of maritime transportation system need depended on two tasks were maritime safety and maritime security. In the past, maritime authorities and shipping industry were emphasized on how to prevent accident happened, and after the tragic of 「911」 in American, the whole world beginning to pay close attention to how to prevent the attack of terrorism and the action endanger normal maritime order on the maritime security tasks. The International Maritime Organization also focus on discuss about the port facility security and ship security, and also concluded with maritime security relational Convention and Code. In the past, the problems of port facility security in Taiwan were under lack of completely recognition and control, need to establish the port facility security measures and security plan, compliance of the international harbor operation characteristics and international standard, to increasing our maritime security level and promote the international competition of international harbor.
