The theory and research of teacher appraisal are forth new ideas continuously, teacher appraisal become disordered phenomenon due to the investigator adopts different criteria of appraisal, accrue different teacher appraisal criteria, as a result, teaching performance is unclear what exact has been learned by the appraisal in vocational high school teachers, especially to call in question of its equity, externalism and professional. The main purpose of this thesis is to develop a fuzzy multi-criteria decision making appraisal model for teacher in public vocational high school. Based on brief overview of the related literature, this paper integrates teacher appraisal criteria and establishes appraisal model for vocational high school teachers. The commissar of teacher appraisal could decide the weights of different criteria and the appraisal value of different alternatives versus the bottom appraisal criteria then the integrates appraisal value of the teacher could be obtain through an operation of fuzzy mathematics and ranking. And, the result of teacher appraisal which is more fair and objective can provide the school and administration of educational organization as reference for teacher appraisal in vocational high schools.
