This is why the International Trade Organization and governments worldwide have been relentlessly reforming customs clearance operations by providing obstacle-free environments, where both in-bound and out-bound goods could pass at accelerated rate, boosting goods flow and eventually enhance business competitiveness and economic and trade development of a nation. While customs is meant to, through securing income on customs duties and banning smuggling, provide a highly efficient, just and open customs clearance environment to business travelers, reduced time spent in customs clearance and lowered cost as well as improved business competitiveness are its eventual objectives. Now, as global economy and trade booms, the world community demands turn diversified and the standard of living grows, businessmen demanding higher quality of service from the customs are eager to see lower cost spent in customs clearance and faster service. Customs that is to levy customs duties while banning smuggling as the two basic roles, border management is another key mission to be undertaken as a way to keep goods, which would otherwise jeopardize the issues of state security, health of the population, environmental protection and intellectual property right at stake, from being introduced. Eventually, customs is to implement international agreements and specifications. Today, successful dealing with all these increasing workload and demand for speedy service when customhouses worldwide lack hands is a goal shared by international organizations and customs worldwide.elopment of a nation.This study aims to sort out the measures implemented by the Republic of China customs to speed up customs clearance and the preventive practices to avoid risks before analyzing the effects and issues.
