Summary: | 碩士 === 國立海洋大學 === 水產養殖學系 === 92 === This research is to study the Fisheries Transferable Quota Management of Sergia lucens Shrimp, which based on the Sergia lucens Shrimp auction record in Dunggan through year 1996 to 1999, and the fishery capital background of the Sergia lucens Shrimp collected from 43 sample ships. Two types of Overfishing are mentioned in fishery industry management; one is the Biological Overfishing which is due to overfish catches of fish by human beings, the other is Economic Overfishing, which is due to the excessive investment of fishery equipment from fisherman. Both types of Overfishing could cause the serious damage of fisherman who depends on the fishery resources. To prevent the possibility of either kind of overfishing, most o the countries applied the Total allowable catch (TAC) and Individual transferable quota (ITQ) system to manage the fishery resources.
Sergia lucens Shrimp is one of the three most important treasures and also the most precious fishery resources. From the auction records, we found the sign of Biological Overfishing. Therefore, this research is to evaluate how the ITQ system will influence the living of fisherman. Besides, this research will also discuss the issue of adjusting the fishery oil supply after entering WTO, and the issue of future foreign laborer policy.
This research had found that the Economic Overfishing can be successfully prevented by applying ITQ system which limited the quota of volume of business as a single quota. From the research about the limitation of the quota of volume of business, the best volume should be limited among eight to eleven quotas. The rise of the trading volume will generate seven to nine fishermen who own the highest quota limitation, and create capitalization of Sergia lucens Shrimp fishery. However, if the government cancels the entire fishery oil supply after entering WTO, the problem of Economic Overfishing will arise. However, if the ITQ trading system can be applied, fisherman can again gain the reasonable profit like before. Therefore, implementing the ITQ system can avoid the Economic Overfishing and keep the fishery resources to be sustainable use. The fishery industry can be carried on forever.
