To attain these purposes, this study adopted documentary analysis, questionnaire survey, and Delphi technique. At first, the researcher had compiled “Questionnaire for e-learning for knowledge management in elementary schools” to be the researching tool, and took the schools’ administrator staff (including principals and administrators) and teachers which belong to elementary schools in Taiwan Province for the subjects of this study, then selected 100 sampling schools by stratified purpose sampling and sent 992 questionnaires, after retrieving all questionnaires and eliminating ineffective ones, the number of all effective questionnaires was 782 , the data of them were analyzed by the ”SPSS for Windows 10.0 statistics package software. After questionnaire survey, the researcher compiled ” Questionnaire for solving strategies of the related problems of e-learning for knowledge management in elementary schools” by the previous questionnaire survey data, and interviewed 26 experts, scholars, and elementary school educators to organize the Delphi technique expert team of this study, then implemented two round Delphi questionnaires. The collected data were analyzed by statistic methods of mean, frequency distribution, standard deviation, and percentage. At last, according to previous analyzed data, the researcher developed some solving strategies of the related problems of e-learning for knowledge management in elementary schools and the sequence of each strategy, then offered some suggestions to educational administration authorities, elementary schools and related further studies for the references.
