This study will examine the process, model and obstacles of the development of traditional sports teams. Based on the results of the presented research, this study will form conclusions and suggestions for the policy establishment, athletics administration, elementary schools and teachers. The results from this study were derived from the literature review method. Early development of traditional sports teams in Taiwanese schools prior to 1991 focused on martial arts due to the move of the government from China to Taiwan in 1949. The athletics policy did not emphasize the importance of traditional sports until 1975. Once the government started promoting traditional sports, people realized how important it was. Traditional sports was limited on a small scale and played on an individual basis. Since 1980, people of the fine arts have been closely examining race, art and culture in order to preserve it. The Council of Cultural Affairs and people of the fine arts have worked to promote rural cultural education. In 1991, the Department of Elementary Education added traditional art education into elementary and junior high school curricula. Therefore, the number of traditional sports teams has quickly increased in elementary and junior high schools. From 1991 to 1998, the Traditional Art Education Program was given a subsidy of $240 million which was used to establish 1,418 teams. By the year 2000, Tainan City had received almost $5.6 million to establish 36 traditional sports teams. The growing popularity of traditional sports teams has influenced the programs of the National Council on Physical Fitness and Sports and the Department of Physical Education. The Tainan local government has developed the following programs: 1) The 2008 E-Generation Cultivation Program 2) Traditional Art Education Program 3) “Learn an Instrument—Join a Band” Program This study will argue that the continuing subsidies from the federal government will help to preserve the art of traditional sports for future generations. Based on the research findings, the responsibility of promoting traditional art education programs has been transferred from the federal government to the local government. With the transition, the government subsidy has been continually decreased for the programs. From 2001 to the present, the federal government has stopped funding for the traditional art education programs completely. In the 1999~2000 academic year, Tainan City received $450,000 from the federal government for traditional sports teams. From 2001, the federal government stopped funding for traditional sports teams and let the local government take charge of the traditional sports programs. The research shows that traditional sports teams were being under-funded by the local government. Even with the funding cuts, Tainan City was still able to support its traditional sports teams. After analysis of the research data, there is reason to believe that there are ways to continue the art of traditional sports in our schools without federal funding. These discoveries disprove the statement “Without government funding, it is impossible to continue the art of traditional sports.” In order for the art of traditional sports to grow and survive, this paper demonstrates that funding should still be given at both the federal and local levels of government. Government policy on traditional sports should be continued in order to preserve this cultural tradition.
