Efficiency measurement is one of the most important issues for many enterprises. In Taiwan, TPC will face some challenges and pressures of privatization policy and liberalization of power industry. The Responsibility Center System was applied to measure some performance of responsibility centers with many various indices in order to increase operation performance of TPC. However, based on the implementation of the system, TPC management had paid more attention to evaluate effectiveness of every responsibility center, rather than focusing on evaluating efficiency of them. In addition, TPC didn’t use some approaches of decision-making analysis in order to evaluate operation efficiency of every responsibility center. The DEA is a linear programming method that can consider many inputs and outputs simultaneously to measure the relative efficiency of evaluated entities. In particular, DEA approach doesn’t require the assignment of predetermined weights to input and output factors. DEA is very objective and fair tool, which has been applied to efficiency measurement of various entities in public and private sectors. Therefore, this thesis presents two DEA empirical studies to evaluate the efficiency of districts and service centers of TPC. The first empirical study showed that the twenty-two districts have a good overall efficiency. Based on the results of DEA efficiency analysis and viewpoint of theoretical, this study also investigated some feasibility of the district reorganization in order to improve the efficiency. On the other hand, the second empirical study showed that DEA models were applied to evaluate the relative efficiency of service centers of Hsinchu, Tainan and Nantou districts of TPC. The three districts had low overall efficiency of their own service centers and needed to pay more attention on improving the efficiency. This study proposed some specific directions for the inefficient service centers to improve their efficiencies. In addition, this study also investigated some feasibility of service centers reorganization of Nantou district in order to improve the efficiency via the results of DEA efficiency analysis. Overall, the two DEA results showed that the proposed reorganization alternative could have better overall efficiency score. In this thesis, some results and suggestions of two empirical studies may provide some useful information to decision-makers of TPC that have been gradually directed toward partial privation on the future.
