Besides, based on the literatures, interviews of experts and surveys, this research examined the recognition, attitude, behavior and differences on stray dog management for both primary school’s teachers and general public. Therefore, the result of this research can be represented as references for Environmental Education of Grade 1-9 Curriculum and general public. Besides, Based on the interviews of experts, a guestionnaire survey was conducted for the research. The subjects of the questionnaire survey of study of the Problems of Domestic Stray Dogs Management and the Relatd Problems of Environmental Education in the Central Taiwan were proportionally and sub-settingly sampled out from the staff(includes administrators and teachers) and students’ parents(representing general public) of 561 elementary schools of four counties and city (includes Taichung City, Taichung County,Changhua County and Nantou County) in central Taiwan. Then, the results of the survey were compared with literatures and interviews of experts. The results were showed that by the respondents the problems of stray dogs were thought either ‘serious’ or ‘very serious’. The critical problems of stray dogs included‘ environmental sanitation’ and ‘dog attacking’. These were due to that owners do not have the proper attitude. Secondly, interviewees believed that the most significant flaw on stray dogs management is the government does not have thorough legislation, especially the measures on improving the problems of dog ligation and care of stray dogs. In addition, as far as putting stray dogs into euthanasia is concerned, interviewees agreed that it is appropriate to euthanize stray dogs for those are seriously injured or not adopted for a period of time. Only 8.3% of respondents understood the measures of receptions of stray dogs. A big proportion of respondents believed they would register dogs and have them vaccinated, but a rather big gap existed between cognition and taking actions according to the survey conducted by Council of Agriculture in 2001. This is because the government does not implement the law thoroughly. As far as the Environmental education on stray dogs, 97.5% of respondents thought students of elementary schools should have the proper attitudes, which includes respect life of stray dogs (87.5%), environmental sanitation (79.7%)and conservation education for stray dogs (65.9%). However, only 29.8% of respondents recommended using stray dogs as school dogs in order to practice life education. The most fear of respondents are the school stray dogs may endanger school children, cause environmental sanitation problems and contagions. Particularly, teachers of elementary schools the stray dogs affect class order and peace. Elementary school teachers have higher desire then general public to combine environmental education of stray dogs into Grade 1-9 Curriculum. Most teachers preferred to fuse environmental issues into various field curricula. Last, the significant demands for elementary schools proceeding environmental education include providing related laws and information for teaching and implementation and field experiences of teaching on animal pootection.
