Summary: | 碩士 === 臺中師範學院 === 國民教育研究所 === 92 === The purpose of this study is to investigate the external control, internal control, and values in ethical decision-making of elementary school principals, the relationship among the external control, internal control, and values in ethical decision-making, and the predictability of personal background variants in external control, internal control, and values in ethical decision-making. The results and conclusions are provided as guidelines to elementary school principals and related personnel.
This study adopted questionnaire survey on elementary 544 school principals of Taichung County, Taichung City, Changhua County, and Nantou County; the valid return was 438. The research tools were “Basic Profile Survey”, “Scale of External Control in Ethical Decision-making”, “Scale of Internal Control in Ethical Decision-making”, and “Scale of Values in Ethical Decision-making”. The data were analyzed with average mean, standard deviation, product-moment correlation, and multiple regression analysis.
The results are as follows:
1.The external control of elementary school principals in
ethical decision-making appeared to be above the average and
high tendency in “administrative structure”.
2.The internal control of elementary school principals in
ethical decision-making appeared to be above the average and
high tendency in “moral development”.
3.The values of elementary school principals in ethical
decision-making appeared to be above the average, high
tendency in “quality” and low in “justice”.
4.The significances of environment and personal background
variants in external control, internal control, and values
tendencies in ethical decision-making are as follows:
1) Female principals showed higher tendencies in all
aspects, except for “administrative structure”.
2) Principals aged 61 or older showed lower tendencies in
“ethical ambience” and “aspiration after prominence”
than those of younger principals. However, older
principals showed higher tendencies in all other aspects
than younger principals did.
3) Principals graduated from university showed high
tendencies in “moral development”, “control of
direction”, “teamwork”, and “public interest”.
Principals graduated from 40-credit master’s program
showed high tendencies in “ethical ambience”,
“aspiration after prominence”, and “justice”.
Principals graduated from teachers’ college or normal
university showed high tendencies in “administrative
structure” and “quality”.
4) Principals with higher seniority showed highest
tendencies in all aspects. Principals with 21 years of
seniority or more showed the highest tendencies in all
aspects. Principals with 4 years of seniority or less
showed the lowest tendencies in all aspects.
5) Principals in school with 49 classes or more showed the
higher tendencies in all aspects than those in school
with less than 25-48 classes, except for “teamwork” and
“justice”.
6) Principals in urban area showed higher tendencies on all
aspects than those in rural or remote areas.
5. The external control and internal control showed positive
correlation with values in ethical decision-making, namely
external control showed higher correlation; in other words,
external control can enhance the values in ethical decision-
making.
6. The external control and internal control showed attribution
on values in ethical decision-making, namely
“administrative structure” in external control showed the
highest predictability.
Based on the abovementioned result, this study proposed suggestions to educational and administrative authorities, elementary school principals, and future researches.
