If we can utilize these resources reasonably, and promote ecotourism effectively, it will bring up the development of rural industry, and enhance the farmer’s revenue, and motivate inhabitants and tourists to maintain rural environment, and achieve the sustainability of rural community. This paper takes Hwashan Community of Kukeng Township at Yunlin County and Linpien Township at Pingtung County as for example, and investigates the inhabitant’s opinions about the development of ecotourism by way of the field survey, the training meeting, and the questionnaire. It formulates the ecotourism development strategies of the Hwashan Community and Linpien Township from the three aspects of market value, social use value, and ecological value. As for the economic aspects, the Bed & Breakfast and the coffee shop of the Hwashan Community are prosperous now, the managers work to supply the exposition service about the natural scenery, environmental resources, and the activity of agricultural production in order to increase the job opportunity of inhabitants. As to Linpien Township, it can introduce the growth process of waxapple and the breeding process of fishery, and combine human and ecologic resources. As for the social aspects, the inhabitants of Hwashan Community propose the coffee industry, hiking, coffee culture, characteristic old building and stone-bridge, kaolin, artifical stone art, papermaking, and agriculture to be offered tourists to experience the ecotourism by the way of the training meeting and the questionnaire. As for Linpien Township, the inhabitants and Linpien Culture Studio participate in the local development plan actively , so it make the living environment of the community beautiful, and motivate the inbabitants concerned with local natural and cultural resounces. As for the environmental aspects, Hwan Shan Community has abundant natural resources. It can offer the tourists to enjoy the beauty of natural environment resources and go hiking at day. It also can offer the tourists to apprecite the broad plains and bright stars at night. In spite that the Hwashan Community has the above advantages for developing ecotourism, the problems of the garbage, environment pollution, noise, the forest view and parking etc. need to be solved in order to avoid the inconvenience of inhabitant’s living and to decrease the quality of tourist’s travel. As to Linpien Township, it offers the tourists to experience the interesting things of fishery village and enjoy the beautiful scenery of fishery village.
