Since such a design theory is still developing, a large quantity of stones laying around the mid-slope and toes, as well as stream revetments or flow guiding facilities, are gradually becoming the mainstream methods in stream management. As a matter of fact, the construction site is not necessarily having large stones for use; and with the pressing need of large stones, the lack of large stones supply will be more and more obvious. Therefore, it is required to investigate how to apply local materials in developing a practical, fast, secure, cost-effective engineering method. At first, this study offers the points of view regarding the foresight of construction engineering and stream management methods, investigating the characteristics of the pre-cast engineering applications; then, develop the design, production and operation procedures and criteria for pre-cast units by aiming at diversified designs, industrialized production, and ecological construction, in order to derive the unit type that complies all conditions; and then select the river section east from the coastal mountain stream within Taitung County, performing a trial of management design and then assessing and validating the field construction. This study shows that the pre-cast prefabricated units are very suitable for being applied to stream management constructions. Considering such construction requirements as different land uses, river flows, riverbed aggregates and sinuosity, this study arranges, prefabricates, and designs simplified, specified, and modularized pre-cast units in order to replace the traditional engineering methods and achieve the goals of stream management, while conforming to those positive concepts as “obtain materials from local sources”, “well use earth and stone resources”, “decrease the use of concrete”, “shorten the construction period”, and “maintain the ecological environment”, which is worth being further promoted as well as being studied and developed in detail.
