This is an electronic purchasing operation system situated between government & corporate purchasing operation system and the users include government agencies and schools as well as private enterprises. Presently, government electronic purchasing is still in its starting stage, and the users has different levels of experience in e-commerce, it is therefore of importance to improve operation system, promote execution efficiency and accelerate development of e-commerce, and should be the goal of government electronic purchasing.
This paper takes public university as the major subjects for research and extends over to government agencies and private enterprise as reference. Since Common Supply Contract Electronic Purchasing System is not yet popular, the research is conducted by designing various cases with literatures and files analysis and semi-structural interview and the effects of implementation is discussed and analyzed in 5 aspects — Operation Flow, Technical Level, Cost Evaluation, Efficiency Assessment and Regulations and Systems to provide the result of research and suggestions for the reference in the improvement in implementation and guide for government electronic purchasing policy.

This paper basically applies to the public universities as the major subjects for research, and extends over to government agencies and private enterprises for reference. Since “Common Supply Contract Electronic Purchasing System” is not yet popularized, the research is being conducted by designing various cases with literatures and files analysis, semi-structural interviews, application of NUD*IST software which aids in categorizing and analyzing of case files. In addition, the effects of implementation is discussed and analyzed in 5 aspects — Operation Flow, Technical Level, Cost Evaluation, Efficiency Assessment and Systems’ Laws and Regulations — provide the research results and suggestions for the reference in the improvement of implementation and guide for government electronic purchasing policy.
In the analysis conclusion of the research results:
1. Implementation of Common Supply Contract Electronic
Purchasing System can increase the power of Purchasing
Regulations.
2. Improve system’s technical level will enhance overall environment.
3. System’s inability to meet expected goal needs to further be explored and researched on.
4. System lack the ability to indicate cost evaluation.
5. Lacking similar Electronic Business applicable theories.
6. Review internal organization purchasing process to further
simplify the system as the next goal.
7. Developed similar and related laws and regulations, need to
re-organize source files.
Suggestions in accordance to the above conclusion for educational study and System’s design and managerial operations and future researchers.
