The research methodology used in this study is the action research method. During the development process of “the program planning for campaigns for government ethics law”, activities held by city and county governments are being attended. Moreover, in order to comply with the real situations of government agencies, researchers analyze and inspect the law duty working manuals and working stations and discuss the drawbacks of the entire infrastructure of the government employee ethics tasks symposiums with the ideas and concepts of program planning theory. Researchers also perform action research activities using a series of advertising campaigns for government employee ethics law, and operate, observe, discuss, and advise carefully the relevant achievements. Finally, a usefull checklist & reference model suitable for research partners and other government employee ethics officers to use is developed in the hope that future advertising campaigns for government employee ethics can be benefit from such usefull checklist & reference model.
Through the development process of the usefull checklist & reference model, this study has reached three important conclusions. First, the most important goal in every activity held by county governments is to stress the tasks county governments have been able to accomplish. Secondly, there are still many points left uncovered in the content of the law duty working manual. Finally, the usefull checklist & reference model is really usable after being tested repeatedly. In the meantime, there are several factors, for example, the lack in confidence in dealing with human relations, the deficiency in budget, the insufficiency in personnel conducting government employee ethics activities, the long-planning process, the disproportion of endeavors and outcomes, the disturbance from subjective and objective factors within the government employee ethics units, and the incompetence in program planning, that the partners of the government employee ethics units face during the implementing process of usefull checklist & reference model. This study has taken these factors into considerations and has adjusted the implementation strategies for usefull checklist & reference model based on such considerations.
After the conduct of this study, not only the misleading concept that only outcomes matter for government officials is clarified among researchers and officers who conduct government employee ethics, but the concept of the importance to improve the quality of expertise is also reinforced and approved. For the researchers, the ideas of thinking clearly through one’s mind, of repositioning oneself when encountering difficulties, and of stimulating self-improving motivation are being found during the stressful and entangled research process. Moreover, by taking the action research method, researchers are able to fulfill their objectives of gaining benefits while helping others, and of solving the dilemma where job and research cannot be all taken care of at the same time. By taking such method, it also promotes the advantages of the kind of research methodology that incorporates action research and program planning, and one step further, encourages researchers to affirm themselves and to pursue results via actually taking actions. All of the above points are the excitements stemmed from the results and conclusions of this study.
Based upon the results, this study also provides concrete suggestions to the implementation side of how to incorporate program planning into campaigns for government ethics law and the possible topics for future studies.
