Moreover, due to the property that the amount of the wastewater of the urban areas is relatively fixed, reclaimed wastewater bas been utilized as one of the major water sources of many countries. In Kaohsiung, the Central Wastewater Treatment Plant has promoted their treatment level to secondary for being able to reclaim and reuse the water. There are many targets for water use in Kaohsiung. Thus, how to determine the most important targets becomes a key issue. In Taiwan, wastewater reuse has been widely studied, but only limited research works in target identification can be found in the literature. The purpose of this research is then to investigate the principles with regard to how to reuse the wastewater in urban areas and furthermore, to determine appropriate reuse targets. Candidate wastewater reuse targets in this study includes "agriculture irrigation", "industrial use", "environmental use", "urban use", "groundwater recharge", "life-use water", and "infusion reservoir". Through applications of the Analytic Hierarchy Processes, industrial use, agriculture irrigation, and environmental use are identified as the most appropriate water reuse targets. Industrial use ( in Lin-Hai industry area), in particular, got the best results derived from simulations with a daily reuse capacity of 20,000, 50,000, and 100,000 tons in the year of 2006, 2011, and 2016, respectively. Environmental use for Chien-Jen River and agriculture irrigation for Tsao-Kong Canal System took the second and the third places, respectively.
