The efficacy indicated in the study means the evaluation of the tasks’ implementing rate in the special education resource centers in Kaohsiung and the evaluation of the amount of funds, and the statistics of the satisfaction rate of the services provided by the resource centers. The more tasks items achieved, the lower the funds, the higher the satisfaction by teachers, the more conformable to the needs of the teachers and students, the better the efficacy. The methods of this study are document analyses and semi-structured interviews. The documents could be attained from the archives, conference records, budgets and funds, annual task plans of the resource centers, and achievement reports. The persons being interviewed are service providers (administration personnel in 4 resource centers in Kaoshiung City), and service receivers (special education teachers in Kaohsiung City). According to the literature reviews and interviews analyses, the satisfaction rate of the resource centers in Kaohsiung is highest in the holding of seminars and the providing of the test instruments and assistive technology devices. The satisfaction rate is lower in the providing of consulting and information and the competition of the teaching materials and aids. The most helpful in students’ learning effect is the providing of the assistive technology devices. The most helpful in promoting teachers’ professional knowledge is holding seminars. The conclusions are: (a) Funds are dispersing and resources are wasting because of the increasing establishment of the resource centers. (b) There is lacking of lateral connections among centers, the supporting resources are different, and the practicing methods are varied. (c) There is discrepancy between ideal and practice because of the insufficient and less united human resources. (d) The resources are less being utilized because the advertising and publicizing is insufficient and information is not wide-spreading. (e) There is no guarantee for the administration personnel’s interests and rights because the regulations and systems are unsound. Base on the conclusions of the study, the practical recommendations are: resources between centers should be united and connected for more effective sharing; full-time personnel should be hired and funds should be used properly in order to strengthen the functions of the resource centers; to reinforce publicizing and advertising campaigns; to amend defects timely; to improve achievements; to consolidate regulations and systems to protect part-time personnel’s fair and reasonable payment and treatment; and to broaden service providing items, strengthen communications and the effects of activities. The theoretical recommendations are: to establish one “special education resource system”; to establish resource centers and schools at proper locations; to provide professional personnel and set a professional system; to allot resources reasonably; to design an effective supervising system to evaluate the quality of the services that the resource centers and schools provide; and to fulfill the ideal support and supporting services for students and teachers in special education.
